At the time, the 1991 Atlantic hurricane season was the third most active North Atlantic hurricane season on record in terms of total storms, behind 1933 and 1969. The hurricane season begun on June 1, 1991, and ended on November 30, 1991. However, due to moderate El Niño conditions persisting throughout the Atlantic, the first depression, Tropical Depression One, did not form until August 14. Despite the late start, the season's activity rapidly picked up between September and December, with all the named storms forming in record quick timing. Several storms - Claudette, Erika, Grace, Isabel, Kate, Mindy, and Peter, were responsible for making 1991 the costliest North Atlantic hurricane at the time. The strongest storm was Hurricane Mindy, which reached peak winds of 165 miles per hour (mph) (270 kilometers per hour (km/h).
